How to Get a New Driver’s License in Sri Lanka

Driving a vehicle is a dream for many, but to drive legally in Sri Lanka you must have a valid driver’s license. There are two ways to apply: through a registered driving school (learner) or directly at the Department of Motor Traffic (RMV). Here, MotorGuide explains step by step how to obtain a new driver’s license.

Who Can Apply?

Not everyone can immediately apply for a license. There are legal age limits:

  • You must be at least 17 years old to sit for the written test.
  • You can take the practical driving test only after turning 18.
  • You must complete the practical test within 18 months of passing the written test.

Required Documents

To apply for a new driving license, prepare the following documents:

  • National Identity Card (NIC) or valid passport with NIC number
  • Original birth certificate (only the official copy from the Registrar’s Division is accepted)
  • Medical fitness certificate (issued within 6 months by the National Transport Medical Institute)
  • Five passport-sized photographs
  • If you are a foreign applicant: passport and visa valid for at least 6 months from the date of application

Step 1: Written Test

When applying through a learner or directly at the RMV, you will first face a written exam:

  • Consists of 40 multiple-choice questions
  • You must score at least 30 marks to pass
  • If successful, you will receive a Learner’s Permit valid for 18 months

Step 2: Practical Test

After receiving your Learner’s Permit:

  • You can only attempt the test after 3 months of practice
  • You must be at least 18 years old on the date of the test
  • You get a maximum of 3 attempts for the written test and 4 attempts for the practical test
  • If you fail to pass within this time, your application will be cancelled

Step 3: After Passing

If you pass the practical test:

  • A temporary license valid for 6 months is issued immediately
  • Your permanent driving license will be posted to your home within about 2 months

Applying Without a Driving School

If you already have access to a vehicle or experience, you can apply directly through the RMV. The requirements, written test, and practical test remain the same. You must still present all necessary documents and follow the same procedure.

Getting a new driver’s license in Sri Lanka involves preparation, patience, and following the law step by step. Once you obtain your license, always remember to drive safely and responsibly, protecting not only yourself but also your passengers and everyone else on the road.
