Get a Driving License at 17: What You Need to Know

Does Age Matter When Getting a License?
Yes. Even if you’ve wanted a car since you were young, you cannot drive without a license. A valid driving license proves that you are legally authorized to drive on public roads. If you are stopped by police—for speeding, or any other reason—the first document they will ask for is your license. Driving without one, or with an expired license, can lead to serious problems.
In Sri Lanka, once you have completed 17 years of age, you can apply for a driving license.
What Documents Are Required?
- National ID or Passport: Original required. Copies or police complaints are not accepted.
- Original Birth Certificate: Certificates marked “Issued Free” are not valid. You must obtain a certified one with the purple seal from your Regional Registrar’s Office.
- Medical Report: Issued by the National Transport Medical Institute. Your eyesight, reflexes, and overall fitness are evaluated.
- Proof of Residence (if applicable): If the address differs from your ID, you must provide a Grama Sevaka certificate.
Where Can You Apply?
Once you have all the required documents, you can apply in two ways:
1. Through a Driving School (Learnership)
If you don’t own a vehicle or haven’t trained before, applying via a driving school is the best option. The school will handle paperwork with the Department of Motor Vehicles (DMV). After applying:
- You will receive a date for the written test (MCQ exam on road signs and traffic rules).
- You must score at least 30 out of 40 questions correctly to pass.
- Once you pass, you will be issued a Learner’s Permit (L Board) valid for 3 months to practice driving.
- After practice, you must appear for the practical test.
Note: At 17, you can sit the written test, but you must wait until you turn 18 to sit the practical test.
2. Directly from the Department of Motor Vehicles
If you already have some driving experience or a vehicle, you can apply directly to the DMV as a private applicant. The process is the same—written test followed by practical—but unlike driving schools, you must arrange your own training for the practical exam.
