New Medical and Vision Testing Standards for Driving Licenses Effective from 2026

Today at Motor Guide, we decided to discuss the new medical and vision testing standards for driving licenses that will be implemented starting from 2026. Driving a vehicle isn't just about turning the steering wheel and pressing the accelerator. It is a massive responsibility regarding your own life and the lives of everyone else on the road. That is exactly why, as a timely requirement, these medical testing procedures have been completely revamped and brought to a more scientific and technological level. We must clearly understand how much these new rules will contribute to minimizing road accidents.

Advanced Vision Testing

The biggest changes have occurred in vision testing. The simple old method where you cover one eye and read a few letters on a board to qualify for a license is now completely a thing of the past. As industry professionals, we constantly notice that normal vision is not enough to drive under the severe glare on the roads and various adverse weather conditions. Therefore, under the new system implemented from 2026, 'Contrast Sensitivity'—the ability to distinguish objects under low light conditions—is specifically tested. This level of vision is absolutely essential to clearly identify pedestrians and other vehicles during foggy conditions or torrential rain.

The next important point is testing 'Glare Recovery'. When you hit the road nowadays, you can clearly feel the intense brightness of the LED and laser headlights on modern vehicles. When the intense light of an oncoming vehicle suddenly hits your eyes, your vision is almost completely diminished for several seconds. To measure the time it takes for your eyes to return to normal in such a situation, special digital equipment has now been introduced to medical centers. Only those who pass this test will receive full approval for nighttime driving in the future. As experts in this field, we know that the majority of nighttime accidents are caused by drivers being temporarily blinded by these light beams.

Now let's look at 'Peripheral Vision' or the side vision range. While looking straight ahead, how well you can see things happening on both sides of your visual field is measured here with the help of modern technological tools. This peripheral vision is crucial when a vehicle enters the road from a junction or when a pedestrian suddenly steps onto the road. Many accidents happen because drivers are only looking straight ahead and fail to immediately spot vehicles or people approaching from the sides. This test has been made mandatory to overcome that exact shortcoming.

Digitization and Chronic Disease Monitoring

The process of checking general health conditions and issuing medical certificates is now completely done through a digital system. Unlike before, there is absolutely no room to create fake certificates or get a known person to forge a medical report. The data from every test conducted by the National Transport Medical Institute is directly connected to the central database of the Department of Motor Traffic. Therefore, if you have any chronic illness, it is impossible to hide it. This makes the license issuing process much more transparent and prevents unfit individuals from taking to the roads.

Under these new standards, strict attention is paid to individuals with conditions like diabetes, high blood pressure, and heart disease. If a driver whose blood sugar or blood pressure is not properly controlled experiences a fainting spell while driving, the resulting accident is unimaginable. Therefore, these new rules provide provisions to temporarily suspend the issuance of a license to people with such illnesses until they prove they have received proper medical treatment and successfully managed the disease. This is not an injustice to the patients; it is ensuring the safety of their own lives.

Sleep Apnea and Reaction Time

Another significant change is testing for 'Sleep Apnea', a condition causing breathing difficulties during sleep that leads to excessive daytime sleepiness. We constantly hear about horrific accidents caused by drivers falling asleep on expressways or during long-distance journeys. Because of that, a special questionnaire and medical testing procedure have been included to identify these sleepiness-inducing medical conditions, especially for heavy vehicle, bus, and container truck drivers. This maximally ensures the safety of passengers traveling at night and on long-distance services.

Furthermore, a simple computerized test has been newly added to measure drivers' 'Reaction Time'. This measures how fast your brain and muscles react if you have to brake suddenly or dodge an obstacle on the road. This reaction time can increase with age or due to certain neurological disorders. Since the risk of accidents is higher for such individuals while driving, this test becomes highly critical. As professionals in this field, we all know very well that even a fraction of a second's delay can cost a life on the road.

Senior Citizens, Mental Health, and Drug Testing

For senior citizens over 60 years of age, it is mandatory to submit a more detailed medical report when renewing their driving licenses. Neurological conditions such as memory loss and trembling limbs are specifically checked. This does not mean that elderly people are banned from driving. However, it responsibly certifies whether their physical fitness is sufficient for driving safely. Recognizing the natural changes that occur in the body with age and imposing driving restrictions that suit them is another advantage of this system.

The law is also strictly enforced under these new standards regarding mental health and drug use. Research has proven that individuals who get extremely angry on the road (road rage), or those suffering from severe stress and depression, have a higher tendency to cause accidents. Therefore, a basic mental health assessment is conducted during the medical test. Additionally, if an individual is suspected of being addicted to drugs, the new laws have granted the authority to conduct specific blood or urine tests. This is a highly valuable decision taken to maintain discipline and safety on the roads.

Motor Guide's Final Advice

Motor Guide's advice is that these newly introduced medical and vision testing standards should not be viewed as an obstacle or a bothersome rule. This is a very important and timely step taken by the Government and the Department of Motor Traffic to protect your life and the lives of your fellow citizens on the road. If you are expecting to get a driving license or renew an existing one in the future, always pay attention to your health condition and vision. If you feel any decline in your eyesight, meet a qualified doctor and get the necessary treatments beforehand. Hitting the road as a driver with a healthy body, clear vision, a sharp mind, and patience is a great foundation for everyone's safety as well as your own peace of mind.
