How to Transfer Vehicle Ownership Correctly

After purchasing a vehicle in Sri Lanka, transferring the rights to your name, known as the Transfer of Ownership, is a task that must be done with great responsibility. Let's discuss in detail how to do this correctly according to the rules and regulations of the Department of Motor Traffic (DMT/RMV).

Required Basic Documents (The Transfer Set)

When buying a vehicle, you must obtain a "Transfer Set" from the seller. This includes several main documents:

  • MTA 6 Form: The application for transfer of ownership (There are 2 copies of this; both the seller and the buyer must sign).
  • MTA 8 Form: The notice of transfer of vehicle possession.
  • Certificate of Registration (Vehicle Book): The original copy of this is mandatory.
  • Revenue License: Must be valid for the current year.
  • Identity Copies: Certified copies of the National Identity Card (NIC) of both the seller and the buyer.

Responsibility of Both the Buyer and Seller

The person selling the vehicle must send Copy "C" of the MTA 8 form to the RMV by registered post within 14 days to inform them that the vehicle has been sold.

As the buyer, you must submit the documents related to the transfer of ownership to the RMV within 14 days of purchasing the vehicle. If you exceed 14 days, you will have to pay an additional penalty fee.

Currently, in Sri Lanka, you can transfer ownership using two methods: Normal Service and One-Day Service.

1. One Day Service

Here, you can obtain the new registration book on the same day. An additional fee is charged for this, and you must visit the head offices in Narahenpita or Werahera (Colombo) for this service.

2. Normal Service

Several weeks after submitting the documents, the new book will be sent to your home via registered post. This can be done through District Motor Traffic Offices.

Inspection and Payment of Fees

When transferring ownership, a Physical Inspection of the vehicle is sometimes conducted. Specifically, they check if the Engine Number and Chassis Number match those in the book.

Here, government fees vary according to the class of the vehicle (Car, Van, Bike) and the fuel type. If the vehicle is purchased on Finance/Leasing, letters and seals from the relevant financial institution are also required.

Things to Consider Before Registration

Before transferring ownership, it is important to check if there are any police entries or court orders against the vehicle. Also, if the vehicle's number plates are distorted or if engine numbers have been altered, the registration might be rejected. Therefore, you should always think twice about the seller's identity and the legal status of the vehicle.
