New Smart Number Plates Coming to Sri Lanka

The vehicle registration system in Sri Lanka is set to undergo a major modernization. The government is introducing a "Smart" number plate, a high-tech product far superior to the standard iron plates used today. These plates consist of 7 security features, 6 of which have already been tested and approved by the University of Moratuwa. Plans are in place to issue this new system for most vehicles by November 15, 2025. It is expected that this initiative will significantly reduce vehicle theft, the use of fake plates, and fraudulent activities.

Let's look at some of the special features of these new number plates below.

Technical Security Features

1. QR Code

Every number plate will feature a QR code. Once scanned, details such as the vehicle type, owner, registration date, and current status can be instantly viewed. These details can be verified through a special app. Additionally, this QR code is linked with Near-Field Communication (NFC) technology, allowing information to be easily accessed via a smartphone.

2. Smart Chip

Through a microchip embedded in the number plate, the government or security forces can obtain necessary signals to identify the vehicle. Plans are in place to use this chip to check the vehicle's status remotely and integrate it with GPS for location tracking in the future.

3. Laser Printing

The numbers and symbols on the plate are printed using laser technology. Therefore, it is difficult to erase them or add new numbers. In addition, secure patterns are added to the surface of the plate using laser etching technology, making it difficult to copy for fake plates.

Fake Detection Technologies

1. Hologram Label

There is a special hologram to distinguish between a real number plate and a fake one. It is designed to shimmer under specific lighting. This hologram has been approved following tests by the University of Moratuwa.

2. UV Security

These plates are designed to change color when viewed under UV light, making it easy for Customs and the Police to catch fakes. Additionally, invisible ink patterns on the plate become visible under a UV light.

3. Database Integration

The special numbering system on the plate is directly linked to the central database. If the data does not match, the number plate is automatically invalidated. This is integrated with the government's digital system, enabling real-time verification.

Installation and Usage

Non-removable Mounting

The number plate is attached to the vehicle using a special bolt or seal system. Therefore, number plates cannot be swapped secretly. Additionally, tamper-evident seals are used; if removed, the security features of the plate are deactivated.

Removal of Provincial Letters

According to current information, the provincial identifier letters (like WP, CP) are scheduled to be removed in the future. This means when a vehicle is sold to another province, there will be no need to change number plates. This simplifies the registration process and reduces the administrative burden.

Current Delays and Legal Situation

A major issue currently faced by vehicle owners in Sri Lanka is the delay in issuing official number plates by the government. Let's clarify the information and legal status regarding this.

Is using Customized Number Plates illegal?

Yes. Using any number plate other than the official one approved and issued by the Department of Motor Traffic (DMT) is illegal. The size, spacing, and shape (Font) of the letters and numbers must comply with government regulations. Sticking stickers on the official plate, changing colors, or altering its shape is a punishable offense. Additionally, the use of custom plates with LED lights or digital displays is also prohibited.

If you are not using the government-issued number plate, there is a risk of the vehicle being seized or fined during a police inspection. There is also a risk of insurance and registration being cancelled.

Number Plate Delays and Temporary Measures

Currently, there is a delay of several months in printing and issuing number plates by the government. Because of this, many people use temporary plastic or sticker plates.

During such delays, it is mandatory to keep the Certificate of Registration (CR) or the receipt paid for the number plates with you. In September 2025, the government introduced a plan to issue new plates within a week as a temporary solution.

If you are making a temporary plate until the official one arrives, problems can be minimized by making it similar to the government standard (font and background colors). However, this is temporary, and you can avoid trouble by showing the receipt to the police.

How Smart Plates Solve These Issues

The upcoming smart number plate system hopes to minimize these delays and frauds. Due to its security features, it becomes impossible for someone to create a number plate on their own.

  • Prevention of Fakes: Hologram and laser technology are used to prevent manual creation or copying.
  • Theft Prevention: Since the plate is attached with a special bolt or seal system that cannot be removed, it cannot be taken off the vehicle easily.
  • Identification: If the information on the plate does not match the database, it is automatically invalidated. Furthermore, this is integrated with the driving license, improving overall traffic management.

Future Plans

Plans are in place to link these smart plates with fuel pumping, payments, and traffic violation detection in the future.

Note: If you are using a temporary plate due to government delays, always keep the relevant payment receipt with you to avoid legal issues. However, remember that using number plates with various designs is illegal. This new smart system will undoubtedly increase safety and efficiency in the automotive sector.
